Police Community Affairs and Development Master Plan “TAGATAGUYOD” is the new face of Police Community Relation which raises social awareness and cultural understanding to further enhance community engagement with its significant contribution to local and national development. It is a more logical, flexible, consistent strategy that also aims to advocate and inherent the Filipino character which stands and leads to make a cohesive community.
PCAD Master Plan TAGATAGUYOD is based on its various references namely PNP P.A.T.R.O.L PLAN 2030, Community and Service Oriented Policing ( CSOP), PNP Communication Plan “SANTINIG”, PNP Organizational Plan “SAMBAYAN”, and QUAD Concept of Policing. The PCAD Master Plan TAGATAGUYOD has many strategies to get the participation and cooperation of citizenry that is indispensable against all forms of criminalities. It includes intensifying community support, raising positive trust and perception, safer and more secure community, effective and responsive crime prevention and crime solution activities. It is also stated in the Master Plan to engage the PNP in using the advance technology to reach the concerns of citizens faster and convenient.
The use of technology in addressing issues is highly recommendable for faster interaction and connection to the citizens living in rural areas who are far from the town and face problems in transportation services. The advent of technological tools will be utilized in disseminating information and other services online to reach more citizens and be aware in the current situation of the country. Under the Republic Act 6975, Section 2 (Declaration of Policy) that the PNP promotes peace and order, ensure public safety, further strengthen local government capability towards the effective delivery of the basic services to the citizenry through the establishment of a highly efficient, competent force and service-oriented police administration. In generality, police organization cannot achieve its mission and vision without the collaboration and support of community.
As future public safety leaders, we have to be involved in community engagement and practice how to socialize other people so that it is easy for us to work and do our job effectively because we get the heart of the people and in return, they will not hesitate to help, support, and even participate to us in dealing with different criminal investigation and operations in the area. It is also highlighted that the community and PNP Organization must be closer and establish a good relationship to help the community improve and maintain orderliness for a safer place to live, work, and do business.
